1.1A bill for an act
1.2relating to capital investment; appropriating money for Minneapolis to Duluth
1.3high speed passenger rail; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. NORTHERN LIGHTS EXPRESS.
1.6    Subdivision 1. Appropriation. $13,000,000 is appropriated from the bond
1.7proceeds fund to the commissioner of transportation for design and engineering of the
1.8Minneapolis-Duluth Northern Lights Express high speed passenger rail project, as
1.9identified in the Comprehensive Statewide Freight and Passenger Rail Plan, and for design
1.10and engineering of associated passenger rail facilities. This appropriation may be used
1.11first to maximize nonstate funding for the purposes of this subdivision.
1.12    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.13bond proceeds fund, the commissioner of management and budget shall sell and issue
1.14bonds of the state in an amount up to $13,000,000 in the manner, upon the terms, and with
1.15the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.16Minnesota Constitution, article XI, sections 4 to 7.
1.17EFFECTIVE DATE.This section is effective the day following final enactment.
