1.1A bill for an act
1.2relating to state lands; authorizing public and private sales of certain tax-forfeited
1.3lands bordering public waters.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. PUBLIC SALE OF TAX-FORFEITED LAND BORDERING PUBLIC
1.6WATER; PINE COUNTY.
1.7(a) Notwithstanding Minnesota Statutes, sections 92.45 and 282.018, subdivision 1,
1.8Pine County may sell the tax-forfeited land bordering public water that is described in
1.9paragraph (c), under the remaining provisions of Minnesota Statutes, chapter 282.
1.10(b) The conveyances must be in a form approved by the attorney general for not less
1.11than the appraised value of the land. The attorney general may make necessary changes
1.12to the legal descriptions to correct errors and ensure accuracy. The conveyances of land
1.13described in paragraph (c), clauses (5), (10), and (11), must contain an easement of 66
1.14feet in width on each side of the centerline of the streams, to the state of Minnesota, to
1.15provide riparian protection and angler access. The parcels of land described in paragraph
1.16(c), clauses (8) and (9), shall be combined and sold as a single parcel.
1.17(c) The lands to be sold are located in Pine County and are described as:
1.18(1) Northeast Quarter of the Northwest Quarter Fractional, Section 5, Township 41

3.35(d) The county has determined that the county's land management interests would be
3.36best served if the lands were to return to private ownership.

4.1    Sec. 2. PUBLIC OR PRIVATE SALE OF TAX-FORFEITED LAND
4.2BORDERING PUBLIC WATER; PINE COUNTY.
4.3(a) Notwithstanding Minnesota Statutes, sections 92.45 and 282.018, subdivision 1,
4.4and the public sale provisions of Minnesota Statutes, chapter 282, Pine County may sell
4.5by public or private sale the tax-forfeited land bordering public water that is described in
4.6paragraph (c), under the remaining provisions of Minnesota Statutes, chapter 282.
4.7(b) The conveyance must be in a form approved by the attorney general for not less
4.8than the appraised value of the land. The attorney general may make necessary changes to
4.9the legal description to correct errors and ensure accuracy. The conveyance of land must
4.10contain a deed restriction on development and vegetation removal that is 75 feet in width
4.11along the shoreline, excluding a 15-foot access strip.
4.12(c) The land to be sold in Pine County is described as: That part of Government
4.13Lot 3 lying West of the following described line: Commencing at the northeast corner
4.14of Government Lot 5, said corner being the center of Section 21; thence bearing North
4.1589 degrees 58 minutes 30 seconds West on the quarter section line a distance of 712.04
4.16feet to the point of beginning of the line to be herein described; thence bearing North 22
4.17degrees 37 minutes 30 seconds West a distance of 285 feet, more or less, to the shore of
4.18Sturgeon Lake and there terminating, all in Section 21, Township 45 North, Range 19
4.19West (property ID number 33.0669.000).
4.20(d) The county has determined that the county's land management interests would be
4.21best served if the lands were to return to private ownership.
