SENATE BILL NO. 1100
A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1851b.
the people of the state of michigan enact:
Sec. 1851b. (1) By not later than January 1, 2023, the department shall create and administer a grow-your-own grant program to provide grants to school districts and public school academies for the implementation of grow-your-own programs.
(2) The grow-your-own programs described in subsection (1) must provide a no-cost pathway for support staff members to become certified teachers. Allowable expenses for grow-your-own programs include, but are not limited to:
(a) Tuition and fees for a Michigan approved education preparation provider.
(b) Books.
(c) Testing fees.
(d) Travel to and from coursework.
(e) Substitute employee salary and wages for the duration of the educator preparation program attended by the recipient staff of the school district or public school academy.
(f) Costs for curriculum, materials, professional development, and hands-on learning experiences to implement a program within the school district or public school academy to encourage students in any of grades 6 through 12 to consider a career in education. Not more than 10% of funds received by a school district or public school academy through the grant program created under subsection (1) may be used for this purpose.
(3) The department shall establish a grant process to distribute funds under this section. To receive a grant under this section, a school district or public school academy must apply for the grant in a form and manner as prescribed by the department. As part of the application, a school district or public school academy must submit the following:
(a) Demonstrated need for funding in the school district or public school academy or the broader community, including projected workforce needs, and a proposed spending plan on how the funds will be utilized, including expected tuition, fees, and books for the program.
(b) Partners that will be engaged, such as other school districts or public school academies, community-based early childhood programs, and educator preparation program providers.
(c) Number of support staff projected to participate.
(d) If using funds for the purposes described under subsection (2)(f), a description of the program being implemented and the number of students the program is intended to reach.
(e) Assurances that the pathway will be no cost for participants and that participants will be compensated as an employee for the duration of their training, including a paid residency or student teaching.
