SENATE BILL NO. 1053

May 19, 2022, Introduced by Senator BARRETT and referred to the Committee on Education and Career Readiness.

A bill to amend 2018 PA 548, entitled

"Comprehensive school safety plan act,"

(MCL 28.801 to 28.809) by adding section 11.

the people of the state of michigan enact:

Sec. 11. (1) By not later than 180 days after the effective date of the amendatory act that added this section, the commission shall issue a report to the committees of the house of representatives and the senate with jurisdiction over appropriations and matters pertaining to school safety that includes, but is not limited to, all of the following:

(a) An evaluation and itemization of all factors that may be utilized to mitigate acts of school violence.

(b) The identification of the methods of communication, collaboration, and use of technology that are critical to identifying, analyzing, and investigating pre-incident indicators of possible future incidents of school violence. As used in this subdivision, "pre-incident indicators" includes, but is not limited to, statements made, social media posts, artwork or drawings, and other behavioral indicators or self-expressions that may be a warning sign of a future incidence of school violence.

(c) A list of action items it believes the department, with the cooperation of the department of health and human services and the department of education, should take to mitigate acts of school violence before they occur.

(d) A recognition of the ways both human and technological capabilities can be leveraged to establish a system of communication, investigation, reporting, and data analysis to mitigate acts of school violence at schools in this state.

(2) If the legislature appropriates funding to the department to mitigate, in consultation with the department of health and human services and the department of education, acts of school violence before they occur, the department shall comply with the section of law that appropriates the funding, and, as prescribed in that section of law, shall mitigate acts of school violence before they occur for the receipt of that funding.
