SENATE BILL NO. 1016
A bill to establish an electric vehicle charging equipment rebate program for residents of this state who purchase and install certain at-home charging equipment; to establish a process for the application and awarding of rebates; and to prescribe the powers and duties of certain state entities and officers.
the people of the state of michigan enact:
Sec. 1. (1) Subject to an appropriation, the department shall establish and implement an electric vehicle charging equipment rebate program for residents of this state who purchase and install at-home charging equipment at their principal residence after October 1, 2022. The department shall develop an application process for individuals to apply for rebates under this program. To be eligible for a rebate under this program, the applicant must be a resident of this state and the at-home charging system purchased must be new and installed at the purchaser's principal residence. The purchase of at-home charging equipment does not need to be in conjunction or simultaneous with the purchase of an electric vehicle to be eligible for a rebate under this program. The department may require applicants to submit documentation with the application as necessary to determine the eligibility of the applicant for a rebate under this program.
(2) Subject to the limitations under this section, an applicant who submits a completed application for the purchase and installation of at-home charging equipment within 120 days of making that purchase is eligible to receive a rebate in an amount of not more than $500.00. Upon receipt of a completed application, the department must determine eligibility of the applicant and, if eligible, issue the rebate within a reasonable time.
(3) An applicant is limited to a rebate for the purchase and installation of 1 at-home charging equipment per calendar year.
(a) "At-home charging equipment" means either of the following:
(i) A Level 1 charger that charges using a 120-volt system.
(ii) A Level 2 charger that charges using a 208-volt to 240-volt system, and that is installed in or near a residential home, and uses either a J1772, CHAdeMO, or combined charging system connector.
(b) "Principal residence" means that term as defined in section 7dd of the general property tax act, 1893 PA 206, MCL 211.7dd.
