SENATE BILL No. 854

 

 

March 15, 2016, Introduced by Senator YOUNG and referred to the Committee on Appropriations.

 

 

 

     A bill to amend 1979 PA 94, entitled

 

"The state school aid act of 1979,"

 

(MCL 388.1601 to 388.1896) by adding section 31e.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 31e. (1) From the school aid fund money appropriated in

 

section 11, there is appropriated for 2016-2017 an amount not to

 

exceed $14,000,000.00 for payments under this section to districts

 

operating expanded learning time programs.

 

     (2) A district qualifies for a payment under this section if

 

the department determines that the district meets all of the

 

following:

 

     (a) The district operates at least 1 school that enrolls and

 

educates pupils in some or all of grades K to 8.

 

     (b) More than 70% of the pupils enrolled in the district meet

 

the income eligibility criteria for the federal free and reduced

 

price lunch program.

 

     (c) The district provides at least 1,200 hours of pupil

 

instruction for the school year for pupils in grades K to 5 and at

 

least 1,290 hours of pupil instruction for the school year for

 

pupils in grades 6 to 8.

 

     (d) The district agrees to spend the additional instructional

 

time required under subdivision (c) on an appropriate mix of all of

 

the following:

 

     (i) Core academics.

 

     (ii) Programming that broadens pupils' skills and educational

 

opportunities, such as music, art, athletics, health and wellness

 

programs, project-based experiential learning, and apprenticeships.

 

     (iii) Additional time for teacher collaboration and

 

professional development.

 

     (3) If there are not sufficient funds allocated under this

 

section to fully fund payments to qualifying districts, the

 

department may prioritize funding that supports pupils enrolled in

 

grades 6 to 8.

 

     Enacting section 1. This amendatory act takes effect October

 

1, 2016.
