SENATE BILL NO. 266

March 18, 2021, Introduced by Senators SCHMIDT, LASATA, THEIS, ZORN, HORN, DALEY, VICTORY, BUMSTEAD and VANDERWALL and referred to the Committee on Education and Career Readiness.

A bill to amend 1976 PA 451, entitled

"The revised school code,"

(MCL 380.1 to 380.1852) by adding section 1281c.

the people of the state of michigan enact:

Sec. 1281c. (1) By not later than May 15, 2021, the board of each school district and intermediate school district and the board of directors of each public school academy shall, based on information including, but not limited to, returned homework assignments, test scores, report card data, teacher observation, and available benchmark assessment data, provide, for each pupil enrolled in the school district, intermediate school district, or public school academy, a written summary assessment concerning both of the following to the parent or legal guardian of the pupil or, if the pupil is age 18 or older or the pupil is an emancipated minor, the pupil:

(a) The pupil's academic performance for the current school year.

(b) A projection of what the pupil's academic performance would have been without the impact of the COVID-19 pandemic.

(2) By not later than August 14, 2021, the board of each school district and intermediate school district and the board of directors of each public school academy shall ensure that each teacher of the school district, intermediate school district, or public school academy prepares a written learning recovery plan for each pupil taught by the teacher during the 2020-2021 school year. Subject to state and federal privacy laws, before the beginning of the 2021-2022 school year, a written learning recovery plan prepared for a pupil under this subsection must be provided to the pupil's parent or legal guardian or, if the pupil is age 18 or older or the pupil is an emancipated minor, the pupil.

Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 101st Legislature are enacted into law:

(a) Senate Bill No. 56.

(b) Senate Bill No. 57.

(c) Senate Bill No. 260.

 

(d) Senate Bill No. 267.

 

(e) Senate Bill No. 268.

 

(f) Senate Bill No. 261.

 

(g) Senate Bill No. 262.
