HOUSE BILL No. 6068

 

November 29, 2012, Introduced by Rep. McMillin and referred to the Committee on Redistricting and Elections.

 

     A bill to prohibit certain local units of government from

 

expending funds to hire lobbyists; and to impose certain duties on

 

certain state and local officials.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1. As used in this act:

 

     (a) "Lobbying", "lobbyist", and "lobbyist agent" mean those

 

terms as defined in section 5 of 1978 PA 472, MCL 4.415.

 

     (b) "Local governmental unit" means a school district,

 

intermediate school district, community college district, a city, a

 

village, a township, a charter township, a county, or an authority

 

established by law.

 

     (c) "Public entity" means this state, an agency, department,

 

board, commission, council, authority of this state, and a local

 

governmental unit.


 

     (d) "Public funds" means state funds or funds of the local

 

governmental unit.

 

     Sec. 3. (1) A public entity shall not use public funds to

 

employ, as a regular full-time or part-time or contract employee, a

 

person who is required to register as a lobbyist or lobbyist agent

 

of lobbying.

 

     (2) A public entity shall not use public funds to pay

 

membership dues to an organization that pays all or a portion of

 

the salary of a person who is required to register as a lobbyist or

 

lobbyist agent for lobbying.
