HOUSE BILL NO. 6025

July 23, 2020, Introduced by Reps. LaFave, Rendon, Miller, Marino, Maddock, Markkanen, Eisen, Elder, Wozniak and Peterson and referred to the Committee on Military, Veterans and Homeland Security.

A bill to provide for the reimbursement of this state for the actions of the People's Republic of China in causing the outbreak and spread of the coronavirus; to provide for the powers and duties of certain state and local governmental officers and entities; and to provide for the disposition of proceeds.

the people of the state of michigan enact:

Sec. 1. This act shall be known and may be cited as the "coronavirus responsibility reimbursement act".

Sec. 2. As used in this act, "coronavirus" means the SARS CoV-2 virus that causes COVID-19, also commonly referred to as the novel coronavirus.

Sec. 3. (1) The state treasurer shall determine the amount of damages, costs, expenses, and other losses that this state has incurred as a result of the coronavirus, including, but not limited to, all of the following:

(a) The agencies, departments, commissions, courts, boards, councils, and statutorily created task forces of this state.

(b) The public universities and colleges of this state.

(c) The cities, villages, townships, counties, county road commissions, school districts, community college districts, and other districts and authorities authorized by law, and the agencies, departments, boards, and councils of these entities.

(2) The state treasurer shall send an itemized statement of the damages, costs, expenses, and other losses determined under subsection (1) to the People's Republic of China with a formal demand that the People's Republic of China reimburse this state for the damages, costs, expenses, and losses incurred.

(3) The state treasurer shall deposit any proceeds received under this act in the general fund of this state.
