A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1531l.
the people of the state of michigan enact:
Sec. 1531l. (1) Not later than 120 days after
the effective date of the amendatory act that added this section, the state
board shall develop or adopt a model teacher-cadet program that a school
district, intermediate school district, or public school academy may implement
at any school operated by the school district, intermediate school district, or
public school academy. The model teacher-cadet program developed or adopted as
described in this section must include, but is not limited to, all of the
following:
(a) Information, examples, and guidance regarding the creation and implementation of a career and technical education program in teacher preparation designed to give pupils the opportunity to work toward meeting the requirements for a teaching certificate in this state.
(b) Information,
examples, and guidance regarding how school districts, intermediate school
districts, and public school academies can enter into partnership agreements
with state-approved teacher preparation program providers to create programs
designed to give pupils the opportunity to work toward meeting the requirements
for a teaching certificate in this state. The programs described in this
subdivision must provide information and mentoring to program participants on
the process of becoming a teacher and must enable participants to build
professional connections with professors and education majors on college
campuses.
(c) Model
coursework and experiential learning in the field of education. The
experiential learning described in this subdivision must include observational
time in elementary school, middle school, and high school classrooms. The
coursework described in this subdivision must include, but is not limited to, both
of the following:
(i) Education on the science of learning.
(ii) The professional expectations and responsibilities of
teachers.
(d) Information, examples, and guidance regarding how pupils can enroll in postsecondary courses under the postsecondary enrollment options act, 1996 PA 160, MCL 388.511 to 388.524, to obtain credits from an eligible postsecondary institution, as that term is defined in section 3 of the postsecondary enrollment options act, 1996 PA 160, MCL 388.513, as a means of completing entry-level coursework at a state-approved teacher preparation program.
(e) Information concerning how a school district, intermediate school district, or public school academy can create prioritized employment opportunities for individuals who were participants of a teacher-cadet program who become certificated teachers.
(f) All other requirements that the department determines to be standards or best practices as described in subsection (2).
(2) The department shall identify both of the following for the model teacher-cadet program described in subsection (1):
(a) Standards and best practices that are developed through the analysis of successful local and state teacher-cadet programs. The standards and best practices described in this subdivision must be updated and published annually by the department and must be used to determine the model teacher-cadet program requirements described in subsection (1).
(b) Any policy barriers in this state that prevent the successful implementation of a model teacher-cadet program. If the department determines that a barrier exists in statute, the department shall recommend statutory changes to the legislature. If the department determines that a barrier exists in administrative rule, the department shall amend that administrative rule accordingly to address the barrier.
