HOUSE BILL NO. 5582

November 30, 2021, Introduced by Reps. Morse, Neeley, Hood, Hope, Sowerby, Kuppa, Rogers, Brabec, Koleszar, Brixie, Scott, O'Neal, Thanedar, Cavanagh, Steckloff, Stone, Young, Tyrone Carter, Whitsett and Aiyash and referred to the Committee on Families, Children, and Seniors.

A bill to create disaster relief, weatherization assistance, and home repair navigator programs; and to prescribe the duties and responsibilities of certain state departments and agencies.

the people of the state of michigan enact:

Sec. 1. This act may be cited as the "disaster relief and weatherization assistance navigator program act".

Sec. 2. As used in this act:

(a) "Department" means the department of health and human services.

(b) "Disaster relief and weatherization assistance navigator program" means the disaster relief and weatherization assistance navigator program created in section 6.

(c) "MPSC" means the Michigan public service commission.

(d) "MSHDA" means the Michigan state housing development authority.

(e) "Weatherization assistance and home repair navigator grant program" means the weatherization assistance and home repair navigator grant program created in section 4.

Sec. 4. (1) The department must work with the MPSC, the MSHDA, the department of treasury, and energy utility companies to develop and implement the weatherization assistance and home repair navigator grant program.

(2) The navigator grant program created under this section shall provide funds to nonprofit organizations and community action agencies to assist residents of this state in identifying and obtaining resources needed for assistance programs for preweatherization, weatherization, state emergency relief, home repair, utilities, and clean energy.

Sec. 6. (1) The disaster relief and weatherization assistance navigator program is created within the department.

(2) The department must provide an application process that allows an applicant to apply for multiple types of disaster relief and weatherization assistance described in this act with 1 application. This may be accomplished by use of the department's MI Bridges assistance application.

(3) The disaster relief and weatherization assistance navigator program must provide a department caseworker to assist the applicant in applying for assistance from organizations or agencies, including, but not limited to, the following:

(a) The Federal Emergency Management Agency.

(b) The Small Business Administration.

(c) The state emergency relief program.

(d) Local governments.
