HOUSE BILL NO. 5424

October 19, 2021, Introduced by Rep. Hornberger and referred to the Committee on Education.

A bill to amend 1976 PA 451, entitled

"The revised school code,"

(MCL 380.1 to 380.1852) by adding section 1254a.

the people of the state of michigan enact:

Sec. 1254a. (1) By not later than January 1, 2023, each board of a school district, intermediate school board, and board of directors of a public school academy shall adopt and implement a policy to prohibit the use of public funds under the control of the school district, intermediate school district, or public school academy for the payment or reimbursement by the school district, intermediate school district, or public school academy of membership dues for any of the following individuals:

(a) Members of the board of the school district, intermediate school board, or board of directors of the public school academy, as applicable.

(b) Superintendents.

(c) Assistant superintendents.

(d) Principals or chief administrators, as applicable.

(e) Assistant principals or assistant chief administrators, as applicable.

(f) School building directors.

(g) School building liaisons.

(h) Central office administrators and staff of the central office administrators.

(i) Teachers.

(2) As used in this section:

(a) "Membership dues" include, but are not limited to, dues or fees associated with participation in a trade union or education association.

(b) "Public funds" means funds generated from taxes levied under this act or state appropriations of state or federal funds.
