SUBSTITUTE FOR
HOUSE BILL NO. 5202
A bill to create a young adult commission; and to prescribe
its powers and duties.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. (1) The young adult commission is created within the
department.
(2) The commission shall consist of 9 members between the ages
of 16 and 28, appointed as follows:
(a) Three members appointed by the governor, 1 of whom is a
disabled individual.
(b) Two members appointed by the speaker of the house of
representatives.
(c) Two members appointed by the senate majority leader.
(d) One member appointed by the minority leader of the senate.
(e) One member appointed by the minority leader of the house
of representatives.
(3) The members first appointed to the commission shall be
appointed within 120 days after the effective date of this act.
(4) Members of the commission shall serve for terms of 2 years
or until a successor is appointed, whichever is later.
(5) A vacancy on the commission shall be filled in the same
manner as the original appointment.
(6) The first meeting of the commission shall be called by the
governor. At the first meeting, the commission shall elect from
among its members a chairperson and other officers as it considers
necessary or appropriate. After the first meeting, the commission
shall meet quarterly, or more frequently at the call of the
chairperson or if requested by 2 or more members.
(7) A majority of the members of the commission constitute a
quorum for the transaction of business at a meeting of the
commission. A majority of the members present and serving are
required for official action of the commission.
(8) The business that the commission may perform shall be
conducted at a public meeting of the commission held in compliance
with the open meetings act, 1976 PA 267, MCL 15.261 to 15.275.
(9) A writing prepared, owned, used, in the possession of, or
retained by the commission in the performance of an official
function is subject to the freedom of information act, 1976 PA 442,
MCL 15.231 to 15.246.
(10) Members of the commission shall serve without
compensation.
(11) The commission shall do each of the following:
(a) Recognize contributions of youths in this state.
(b) Hold forums to give youths in this state a voice and share
information with the legislative, executive, and judicial branches.
(c) Submit an annual report to the governor and the
legislature on youth issues.
(d) Work in collaboration with existing state agencies to
develop a comprehensive social media campaign to reach youths and
expand youths' opportunities to communicate with state government.
(e) Work in collaboration with existing state agencies to
increase retention of youths in this state and make this state a
more attractive place for youths to live and work.
(f) Make recommendations on pending legislation.
(g) Propose solutions for current and emerging challenges for
youths in this state.
Sec. 2. As used in this act:
(a) "Commission" means the young adult commission created in
section 1.
(b) "Department" means the department of talent and economic
development.
Enacting section 1. This act takes effect 90 days after the
date it is enacted into law.
