Sec. 201. Pursuant to section 30 of article IX of the state constitution of 1963, total state spending from state sources under part 1 for the fiscal year ending September 30, 2021 is $100,000.00 and total state spending from state sources to be paid to local units of government is $0.00.

Sec. 202. The appropriations made and expenditures authorized under this part and part 1 and the departments, commissions, boards, offices, and programs for which appropriations are made under this part and part 1, are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.

 

DEPARTMENT OF licensing and regulatory affairs

Sec. 301. (1) Funds appropriated in part 1 for grants for installation of tables shall be used by the department to create a grant program that provides funding to owners of buildings and structures for installing and providing access to not less than 1 height-adjustable, adult-sized changing table in a toilet facility or other space within the buildings or structures that is universal as to gender and is available to the public. list of buildings or structures that are eligible for a grant to install and provide access to a changing table:

(a) A building or structure, including, but not limited to, any building or structure owned by this state, that has a capacity to serve 1,500 or more persons per day.

(b) A building or structure used for exhibition or entertainment, including, but not limited to, a movie theater, performance theater, concert hall, convention center, shopping mall, or a store that is larger than 40,000 square feet.

(c) A building or structure used for public display or collection, including, but not limited to, a museum, library, or gallery.

(d) A building or structure that is located in a place of recreation, including, but not limited to, a park, zoo, or amusement park.

(e) Any of the following located in this state:

(i) An airport.

(ii) A bus station.

(iii) An interstate rest stop.

(iv) A place of education.

(v) A hospital.

(vi) A rehabilitation facility.

(2) To be eligible for the grant, the location of the toilet facility or other space described in subsection (1) shall be conspicuously displayed at the entrance of the building or structure, or place of recreation, where it is located. If the building or structure, or place of recreation, has a central directory, the location shall be indicated in that directory.

process and verification, and program reimbursement guidelines and post that information on the department's website. The department shall provide not more than 10 grants not to exceed $10,000.00 per grant.  The department shall make available on its website all forms and information needed for applicants to apply for grants. Grant awards will be made on a first-come, first-served basis, and must be made no later than 45 days after all required information is submitted.

(4) The department must require the repayment of all or a portion of the grant if the applicant does not comply with the grant program guidelines.
