March 19, 2019, Introduced by Reps. Camilleri, Koleszar, Anthony, Hoadley, Pagan, Manoogian, Clemente, Hope, Love, Brenda Carter, Cynthia Johnson, Sowerby, Hood, Stone, Kennedy and Whitsett and referred to the Committee on Education.

 

     A bill to amend 1976 PA 451, entitled

 

"The revised school code,"

 

(MCL 380.1 to 380.1852) by adding section 1162.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1162. (1) Beginning in the 2019-2020 school year, the

 

board of a school district or board of directors of a public school

 

academy shall employ a certified library media specialist for each

 

school library operated by the school district or public school

 

academy as follows:

 

     (a) For a school with fewer than 300 pupils, at least 1 half-

 

time certified library media specialist.

 

     (b) For a school with 300 to 1,499 pupils, at least 1 full-

 

time certified library media specialist.

 

     (c) For a school with 1,500 or more pupils, at least 2 full-

 

time certified library media specialists.


     (2) The certified library media specialist shall work

 

collaboratively with classroom teachers and principals or

 

comparable school administrators to provide literacy instruction to

 

pupils to ensure that pupils achieve grade-level reading

 

proficiency and to integrate information, technology, and research

 

skills with the curriculum offered by the school to meet state

 

academic and technology standards.

 

     (3) As used in this section, "certified library media

 

specialist" means a certificated teacher under section 1531 with an

 

ND library media endorsement issued by the department.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.
