Summary

Authorizing specified counties to participate in a specified income tax refund withholding program for individuals with outstanding warrants; requiring counties that elect to participate in the program to notify the Comptroller on or before a specified date; requiring the Comptroller to conduct a study regarding outstanding warrants, to withhold income tax refunds of individuals with outstanding warrants, and submit a report to the General Assembly on or before December 1, 2015; and repealing specified termination provisions.
