Summary

Requiring that at least 51% of the renewable energy credits used to satisfy that portion of the renewable energy portfolio standard that exceeds 25% in certain years must be created by a source that is located in the State; providing that an electricity supplier may use certain credits to meet the standard under certain circumstances; and providing for the application of the Act.
