Proposing an amendment to Article XIX - Video Lottery Terminals of the Maryland Constitution to allow a supermajority of the General Assembly to approve additional forms or expansion of the operation of video lottery terminals or other commercial gaming under specified circumstances; and submitting this amendment to the qualified voters of the State for their adoption or rejection.
