Summary

Prohibiting the Maryland Transit Administration from constructing, acquiring, or incurring a commitment or obligation in connection with specified light rail or heavy rail transit facilities unless the Administration recovers a specified percentage of specified operating costs for specified light rail and specified subway services from specified revenues.
