Allowing an individual in Harford County who is at least 21 years old to conduct a bingo game without a bingo license if the bingo game is conducted in a common area of a residential property that is restricted to residents who are at least 55 years old; prohibiting an individual from conducting more than one bingo game in a 7-day period without a license; prohibiting a bingo game from involving specified devices, advertising, fees, or use of money; and establishing a $1,000 total limit that may be wagered in a 24-hour period.
