Summary

Requiring an appeal from a final judgment of an orphans' court to be to a circuit court; requiring an appeal to a circuit court from a final judgment of an orphans' court to be heard on the record made in the orphans' court rather than be heard de novo; providing that specified parties may elect to file specified cases in, or transfer specified cases to, a circuit court; and providing for the prospective application of the Act.
