Summary

Requiring institutions of postsecondary education to submit a report on institutional debt to the Maryland Higher Education Commission by August 1 every 2 years, beginning in 2027; and requiring the Commission to develop and publish a data dictionary that defines the terms, data, elements, classifications, and reporting categories required under the Act on or before July 1, 2027.
