Requiring a certain law enforcement agency that seized or recovered a handgun used in the commission of a crime to submit a trace request to the Maryland State Police Gun Center or the Bureau of Alcohol, Tobacco, Firearms and Explosives National Tracing Center as soon as practicable after the seizure or recovery of a certain handgun.
