Requiring a person to obtain a permit from the Department of Health and Mental Hygiene before offering to provide a glucose test and conducting the glucose test outside a specified permanently located medical laboratory; providing that a glucose testing permit is not required for a medical laboratory under specified circumstances; requiring the Secretary of Health and Mental Hygiene to adopt regulations; etc.
