Establishing a barbershop and beauty salon beer and wine license in Harford County; authorizing the Board of License Commissioners for Harford County to issue the license to the holder of certain business permits; requiring the holder of the license to purchase alcoholic beverages from the holder of a manufacturer's license or a wholesaler's license and comply with certain record-keeping and reporting requirements; and establishing an annual license fee of $750.
