Authorizing, for a certain period of time, the Board of License Commissioners for Baltimore City to exchange a Class B-D-7 beer, wine, and liquor license in a certain area for a Class A-7 beer, wine, and liquor license under certain circumstances; repealing certain geographic and temporal restrictions on the issuance of Class A-7 beer, wine, and liquor licenses in Baltimore City; and altering a certain period of time during which a certain alcoholic beverages license may be issued.
