Summary

Providing that a person by operation of law is debarred from entering into a contract with the State if the person owes unpaid taxes to the State; requiring the Board of Public Works to notify a person that the person is debarred under a specified provision of the Act and to give the person a specified opportunity for a hearing; providing for the automatic termination of the debarment of persons who were debarred for owing unpaid taxes to the State; etc.
