Summary

Altering the allowable uses of the Education Trust Fund; defining "direct education aid" as the total financial assistance provided by the State to a county board of education under certain programs; requiring the Governor to provide a certain annual appropriation to county boards of education from the Education Trust Fund beginning in fiscal year 2020; prohibiting money in the Education Trust Fund from being used to supplant required funding for certain programs and formulas; etc.
