Summary

Requiring specified arrearages collected through the Federal Tax Refund Offset Program to be applied in a specified order under specified circumstances; requiring the Child Support Enforcement Administration to provide information to an obligee who receives a specified refund; and requiring the Department of Human Resources to submit a report to the General Assembly on or before December 1, 2014, regarding child support collection, why specified options have not been implemented, and the cost of implementing those options.
