Summary

Establishing the Blount-Rawlings-Britt HBI Comparability Program to provide supplemental funding assistance to the State's public 4-year historically black institutions (HBIs) to ensure that the HBIs are comparable and competitive with other State 4-year public institutions of higher education in all areas; requiring the Maryland Higher Education Commission to adopt certain standards and procedures; requiring the Governor to provide funds for the Commission to distribute to HBIs; etc.
