Authorizing an individual to perform marine contractor services without having to obtain a license from the Marine Contractors Licensing Board if the individual is assisting a residential or commercial property owner who is performing marine contractor services on the property owner's own property and the property owner is present and actively participating in the performance of the marine contractor services.
