Requiring specified youth ice hockey clubs to offer at least one noncontact ice hockey league at each age group or skill level for each full-contact league that the youth ice hockey club offers at that age group or skill level; requiring the Department of Health and Mental Hygiene to suspend the games, leagues, or tournaments of an ice hockey club that does not comply with specified requirements; requiring the Department to adopt regulations; defining "youth ice hockey club"; etc.
