Expanding eligibility for burial in a State veterans' cemetery to include members of a reserve component; removing the residency requirement for certain veterans for burial in a State veterans' cemetery; and establishing a burial fee equal to the annual plot allowance established by the National Cemetery Administration for reserve component members and their eligible dependents.
