Summary

Requiring the Maryland Aviation Administration to require that a person serving as a transportation security officer, passenger screener, or luggage screener at an airport in the State be certified by the Secretary of State Police as having received training in the proper protocol for searching passengers and luggage in a constitutional manner; and requiring the Administration to require that a passenger's luggage may be searched only by a person having a specified certification and in the presence of the passenger.
