Expanding the duties of a guardian of a disabled person to include enforcing the right to receive visitors, telephone calls, personal mail, and electronic communications; requiring the guardian to inform specified relatives, if practicable, if the disabled person dies or has been hospitalized for a specified period; authorizing a specified adult child, grandchild, or sibling to file a petition to compel visitation with a specified individual under specified circumstances; etc.
