Summary

Requiring, on or before October 1, 2011, a department or independent unit that owns or manages outdoor property to adopt specified regulations that ensure that an individual is able to engage in expressive activity on the property; defining "expressive activity" to be an activity that is protected under the First Amendment of the United States Constitution or Article 40 of the Maryland Declaration of Rights; etc.
