An Act requiring a supermajority vote for the utilization of rainy
day funds.
��������������� Be
it enacted by the Senate and House of Representatives in General Court
assembled, and by the authority of the same, as follows:
Section 1. �The constitution is hereby amended by inserting at the end thereof the following new article: -�In the furtherance of the foregoing powers, the general court shall have the power to appropriate funds held, in the stabilization fund, so-called, as provided for by section 2H of chapter 29, and shall expend those funds in said manner provided that said funds shall be expend in laws enacted by a two thirds vote, taken by yeas and nays, of each branch of the general court.�
