The committee on Telecommunications, Utilities and Energy to whom were referred the petition (accompanied by bill, House, No. 1964) of Cory Atkins, Bill Bowles and others for legislation to further regulate certain corporations responsible for the installation and maintena nce of gas lines or pipes in cities and towns; the petition (accompanied by bill House, No. 3103) of Matthew C. Patrick, Tom Sannicandro and others for legislation to increase the aggregate capacity of net metering of energy distribution companies ; the pet ition (accompanied by bill House, No. 3622) of Brian S. Dempsey for legislation to further regulate the costs imposed on tenants for heating and air conditioning; and the petition (accompanied by bill House, No. 3763) of Michael F. Kane relative to the rep lacement of gas meters; reports recommending that the accompanying order (House, No. 4971) ought to be adopted.

Ordered , That t he J oint Committee on Telecommunications, Utilities and Energy be authorized to sit during a recess of the General Court to make an investigation and study of house documents numbered 1964, 3103, 3622, 3763. 

Said committee shall report to the General Court the results of its investigation and study and its recommendations, if any, together with drafts of legislation necessary to carry such recommendations into effect, by filing the same with the Clerk of the H ouse of Representatives on or before December 31, 2010.
