An Act establishing a tax and fee structure advisory commission.
Be
it enacted by the Senate and House of Representatives in General Court
assembled, and by the authority of the same, as follows:
SECTION 1. There is hereby established a commission to be known as the Massachusetts Tax and Fee Structure Advisory Commission to consist of 12 members, 1 of whom shall be the commissioner of the department of revenue, who shall be chairman, and his designee, the secretary of administration and finance or his designee, the secretary of executive office of housing and economic development or his designee, the president of the senate or his designee, the speaker of the house of representatives or his designee and 6 persons to be appointed by the governor 4 of whom shall possess practical experience with the Commonwealth’s tax and fee structure and be non-governmental officials, 1 of whom shall be a representative of the Massachusetts Tax Foundation and 1 of whom shall be a representative of the Massachusetts Municipal Association. Each member shall serve without compensation.
The commission shall review our state and municipal tax and fee structures and make recommendations on how we can improve said structure. The commission shall make advisory recommendation simultaneously to both the governor and the general court with their findings within 6 months following the creation of said commission.
