Summary
Amend KRS 403.280 to create a presumption of joint custody in temporary custody orders; require prior parental custody agreements to become the court's orders if those agreements provide for the welfare of the child; repeal reenact KRS 405.021 to grant visitation to grandparents if it is in the child's best interest based on listed factors.
