Summary

Create a new section of KRS Chapter 205 to set forth legislative findings; require the Department for Medicaid Services to develop and implement a pilot project to improve access to Medicaid child dental services; require the pilot project to target children age zero to 12 years enrolled in Medicaid; require an allotment to be established for each child to supplement the difference between the Medicaid reimbursement rate and the prevailing market rate for the dental service as determined by the department; require the supplement to be used to provide necessary dental services for which the child is eligible and as identified in a dental treatment plan; require that dental providers participating in the pilot project be Medicaid providers and be reimbursed at a rate equal to the prevailing market rate as determined by the department; require the pilot project to be conducted in different geographic regions with an emphasis on underserved areas and populations; require the pilot project to begin no later than January 1, 2013; establish a three-year duration for the pilot project with an evaluation to be conducted during the final year of the pilot project; require the evaluation findings to be reported to the Governor and the Legislative Research Commission within six months of the termination of the pilot project; require the department to collaborate with local health departments, schools of social work, and schools of public health to implement the pilot project; establish that the pilot project be funded using existing appropriations to the Cabinet for Health and Family Services in an amount not to exceed $2 million for each year the pilot project operates; require the cabinet to request any necessary waivers of federal law to implement the pilot project; require the cabinet to promulgate administrative regulations to implement the pilot project; APPROPRIATION.
