Amend various sections of KRS Chapter 218A to apply uniform penalty of presumptive probation, with mandatory drug treatment, to persons possessing certain drugs and paraphernalia; amend KRS 218A.1415 to make possession of a controlled substance in the first degree a Class A misdemeanor.
