Summary

Amend KRS 177.315, regarding access control on highways, to exempt certain highways located in counties with only one incorporated city, if that city is no larger than a city of the sixth class, from the minimum spacing requirements for access points; prohibit the Transportation Cabinet from requiring a property owner to reimburse the cabinet for the enhanced value of a property due to the granting of a new access point on those same highways.
