    A CONCURRENT RESOLUTION memorializing Al Pickett, the first mayor of Carmel, Indiana.

     Whereas, Mayor Al Pickett, the first mayor of Carmel, Indiana, passed away on Monday, August 3, 2009, at the age of 92. Mayor Pickett was born in Carmel in 1918 and was a citizen of Carmel throughout his life;

    Whereas, After Carmel voted to make the Town of Carmel a fourth class city, Al Pickett campaigned door-to- door for the office of mayor. After a successful campaign, he was elected as the city's first mayor;

    Whereas, Under Mayor Pickett's leadership, from 1976 to 1979 Carmel saw a twenty percent population increase. In order to improve efficiency and lower costs, Mayor Pickett established written operating procedures for all departments of Carmel's government;

    Whereas, While controlling costs and without raising taxes, Mayor Pickett improved Carmel's police, fire, and utility departments to meet the needs of a rapidly expanding city;

    Whereas, Mayor Pickett was recognized for his accomplishments when he was presented with the Range Line Pioneer Award for his life-long service to the city of Carmel.

The Range Line Pioneer Award is the highest honor given by the city of Carmel and is reserved for persons who have proven themselves to be friends of the city; and
    
    Whereas, Mayor Al Pickett's lifetime of service and dedication to the citizens of Carmel and of Indiana will not be forgotten: Therefore,


    
    Be it resolved by the Senate of the General Assembly of the State of Indiana, the House of Representatives concurring:

     SECTION 1. That the Indiana General Assembly honors the life of Mayor Al Pickett.
    SECTION 2. The Secretary of the Senate is hereby directed to transmit a copy of this Resolution to the family of Mayor Al Pickett, the Carmel City Council, and the Carmel Mayor's Office.
