Synopsis: State house displays. Establishes the state house bust commission to consider all aspects of honoring individuals by the creation of a bust of the individual to be placed in the state house. Names Governor Mitchell E. Daniels, Jr. and Chief Justice Randall T. Shepard as individuals to be honored by the placement of a bust of each in the state house. Provides that the statute expires July 1, 2018.

SENATE BILL No. 473



    A BILL FOR AN ACT to amend the Indiana Code concerning state offices and administration.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: IC 2-5-36; (13)IN0473.1.1. -->     SECTION 1. IC 2-5-36 IS ADDED TO THE INDIANA CODE AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2013]:
     Chapter 36. State House Bust Commission
    Sec. 1. The definitions in IC 2-5-1.2 apply throughout this chapter.
    Sec. 2. As used in this chapter, "commission" refers to the state house bust commission established by section 4 of this chapter.
    Sec. 3. As used in this chapter, "honored individual" refers to an individual named in section 8(b) of this chapter to be honored by the placement of a bust of the individual in the state house.
    Sec. 4. The state house bust commission is established.
    Sec. 5. The commission consists of the following members:
        (1) Four (4) members of the house appointed by the speaker. Not more than two (2) members appointed under this subdivision may be members of the same political party.
        (2) Four (4) members of the senate appointed by the president

pro tempore. Not more than two (2) members appointed under this subdivision may be members of the same political party.
    Sec. 6. The chairman of the legislative council shall appoint the commission's chair.
    Sec. 7. IC 2-5-1.2 applies to the commission.
    Sec. 8. (a) The commission shall consider all aspects of honoring the individuals named in subsection (b) with a bust of each honored individual to be created and placed in the state house. The commission shall do the following relating to each honored individual:
        (1) Solicit proposals from accomplished artists for the creation of a bust of each honored individual.
        (2) Consider the cost of the creation of a bust of each honored individual and the source of funding for creation of the bust.
        (3) Consider and recommend the location of the appropriate placement of a bust of each honored individual in the state house.
        (4) Select an artist for creation of the bust of each honored individual after consultations with appropriate persons.
        (5) Recommend any details of a contract with the artist selected under subdivision (4).
        (6) Consider and recommend any details of ceremonies for the placement of the bust in the state house after the bust's completion.
        (7) Consider and make recommendations about any other matters the commission considers appropriate for the creation and placement of a bust of each honored individual.
    (b) The following individuals shall be honored by the placement of a bust of the individual in the state house:
        (1) Governor Mitchell E. Daniels, Jr.
        (2) Chief Justice Randall T. Shepard.
    Sec. 9. This chapter expires July 1, 2018.
