Synopsis: Single articulation pathways. Requires the commission for higher education, in collaboration with the state educational institutions and the committee on statewide transfer and articulation, to develop, implement, and maintain single articulation pathways that allow a student who receives an associate degree in an area in which an articulation agreement is appropriate to continue studies toward a related baccalaureate degree as a junior status student.

SENATE BILL No. 408



    A BILL FOR AN ACT to amend the Indiana Code concerning higher education.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: IC 21-42-5-2.5; (13)IN0408.1.1. -->     SECTION 1. IC 21-42-5-2.5 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2013]: Sec. 2.5. (a) Not later than July 1, 2015, the commission for higher education, in collaboration with the state educational institutions and the committee on statewide transfer and articulation, shall develop, implement, and maintain single articulation pathways in all major programmatic areas in which an articulation agreement between:
        (1) an:
            (A) associate of science; or
            (B) associate of arts;
        or another relevant associate degree designation; and
        (2) a related baccalaureate degree;
is appropriate.
    (b) The single articulation pathways described in subsection (a) must:
        (1) incorporate the statewide transfer general education core

created under IC 21-42-3-2;
        (2) be based on a set of clearly identified and complementary competencies and learning outcomes for both the associate and baccalaureate degrees;
        (3) allow a student anywhere in the community college system to pursue a single, common curriculum in a particular programmatic area that will articulate, without alteration, with related baccalaureate degrees at all four (4) year state educational institutions that offer the baccalaureate degrees;
        (4) allow a student who completes an associate degree for which a single articulation pathway has been developed to apply all the credits earned for the student's associate degree toward the related baccalaureate degree so that the student may begin the baccalaureate program as a junior status student;
        (5) be developed with the advice of employers regarding the competencies and learning outcomes considered especially important for successful careers and employment; and
        (6) be published on the Internet web sites of the commission for higher education and each state educational institution.
    (c) In developing the single articulation pathways under subsection (a) and in identifying the competencies and learning outcomes for associate and baccalaureate degree programs under subsection (b), the commission for higher education and the state educational institutions shall take into account, to the extent possible, emerging innovations in technology and practice, including:
        (1) distance education;
        (2) prior learning assessments of civilian and military training and experience; and
        (3) industry recognized or third party certifications.
