Bill Title: Involuntary manslaughter and drug dealing. Makes manufacturing or delivering certain controlled substances involuntary manslaughter, a Level 4 felony, if the use of the substance results in the death of the user. Increases the penalty to a Level 3, Level 2, or Level 1 felony based on the identity of the controlled substance and whether an enhancing circumstance applies.
