A RESOLUTION urging the Legislative Council to assign
the following issues concerning school funding to an interim
study committee.
Whereas, The school property tax control board was
abolished in 2009;
Whereas, The people of Indiana adopted constitutional
restrictions on property tax rates in 2010;
Whereas, The increase in mobility of students has affected
the stability of public school funding; and
Whereas, The future funding needs of public schools are expected to require greater flexibility in the use of available
funds: Therefore,
Be it resolved by the House of Representatives of the
General Assembly of the State of Indiana:
SECTION 1. That the Indiana House of Representatives urges the Legislative Council to assign to a committee the following topics:
(1) Whether the distressed unit appeal board is the appropriate governmental entity to supervise financially distressed public school corporations, given the abolishment of the school property tax control board, and, if not, what entity would be the appropriate supervisory entity.
(2) The determination of the appropriate statutory framework for assisting financially distressed public school corporations to regain financial soundness.
