Bill Title: Certification of volunteer canine search teams. Establishes the canine team certification program (program) administered by the department of homeland security (department). Allows, but does not require, a volunteer canine team to be tested and certified as to the team's competency in locating live persons, human remains, and objects. Allows the department to set a fee by rule for participation in the program to be deposited in the canine team program fund.
