Synopsis: Study of child welfare issues. Requires the Indiana child
custody and support advisory committee (committee) to study and
make recommendations regarding various child welfare matters.
Requires the committee to submit a report of the committee's
recommendations to the legislative council not later than November 1,
2011.

A BILL FOR AN ACT to amend the Indiana Code concerning
family law and juvenile law.
(1) Requiring the department of child services to:
(A) develop and implement an intensive family preservation program to:
(i) help preserve families by keeping children with their parents; and
(ii) provide families needed resources to stay together;
(B) develop and implement clear guidelines for the removal of a child from the child's home;
(C) annually report to the Indiana child custody and support advisory committee on the department of child service's progress and implementation of the guidelines described under clause (B); and
(D) develop and implement the method of differential response in handling reports of child abuse and neglect.
(2) Ensuring that the laws in Indiana concerning foster care are in compliance with the federal Fostering Connections to Success and Increasing Adoptions Act of 2008 (P.L. 110-351).
(3) Requesting a waiver from the United States Department of Health and Human Services that would allow the state to provide payments to a relative who is providing care and supervision to a child who would be or has been in foster care.
(4) Requesting a waiver from the United States Department of Health and Human Services that would allow caseworkers to focus on:
(A) finding permanent homes for older children by establishing specialized youth permanency units; and
(B) employing differential response programs.
(b) The committee shall submit a report with the recommendations of the committee to the legislative council not later than November 1, 2011. The report submitted to the legislative council must be in an electronic format under IC 5-14-6.
(c) This section expires July 1, 2012.
